      It is learnt that the rules of investment promotion in 2019 will continue to the rules of 2018, but some of them will be adjusted to meet the suggestions of past sellers. If a new seller is scheduled to be stationed (a seller who is not stationed before the date of this announcement), it may apply to the platform for stationing according to the new seller's stationing process. If it is an old vendor who has been resident (the vendor who has been resident before the date of this announcement), renewal or re-resident in 2019 can be carried out.

      I. Entry and renewal channel opening time

      1. The entry for business invitation in 2019 will be officially opened on January 7, 2019.

       The Seller Service Agreement 2018 will expire on December 31, 2018. In order to better arrange the operation and renewal of the platform vendors, the category management authority will be extended to 24 points on January 31, 2019. If the seller is already in the market, the platform recommends that the seller complete the renewal of the contract in 2019 by 24:00 on January 31, 2019, otherwise the new products will not be available after that. The seller's online products will also be off the shelf on January 31, 2019 according to the expiration date (but if the seller completes the renewal and annual fee payment in the future, he can still go on the shelf to obtain the right of operation on his own).

      For sellers who have paid their fees before the announcement date and are still operating on the platform on December 31, 2018, if they submit their renewal application before 24:00 on February 2, 2019, they will be granted RMB 3000 yuan annual fee reduction and exemption concessions (according to the dimensions of business categories). Sellers who do not meet the above requirements shall pay full annual fees for entry categories in accordance with the List of Annual Fees for Technical Services of Express Sales in 2019.

      2. The entrance for business invitation in 2018 will be officially closed on December 28, 2018. New entrants can pay their fees on January 7, 2019.

       3. The entry and exit of the resident sellers in 2018 will be officially closed on December 28, 2018. If you have entered the seller and plan to withdraw from the business category, please apply before December 28, 2018. At the same time, remind the seller that the application for withdrawal before December 28 belongs to the midway withdrawal category, so that the seller will not be able to enjoy the annual fee incentive return policy of the business category at the end of the year.

       II. Major Change Points in the Renewal of Signatures in 2019

       1. In 2019, some of the major business categories merged, while some of the major business categories continued to share in 2018.

      In order to ensure the platform's fair operating environment, reduce the seller's operating costs, enhance the seller's competitiveness and marketing ability, in 2019, the platform will integrate some major business categories. For the integrated business categories, the seller only needs to pay an annual fee to operate the integrated categories under this category. See Appendix 1 of this bulletin for specific categories and rules.

      2. In 2019, the annual fee for most major business categories was RMB 10,000, while the annual fee for platform adjustment in 2018 was higher than that for major business categories. For specific changes, see Appendix 1 to this bulletin.

      3. In 2019, the platform will continue to offer the rights and interests of the "standard sales plan" and "basic sales plan" packages for sellers to choose. The two sales modes are mainly different in annual fee settlement and system function use rights (see Appendix 2 of this bulletin for specific rules).

      In 2019, the number of online product releases of "Basic Sales Plan" will increase from 300 to 500 in order to better meet the business needs of start-ups. If the seller is not sure about the mode of operation or the scale of the transaction has not reached the annual fee return standard, the seller can choose the "basic sales plan" (the account has not been closed illegally, the seller who chooses the basic sales plan can get the full annual fee return according to the seller service agreement, and the system service cost in operation can be exempted to the greatest extent).

      If the basic sales plan can not meet the business needs and the platform provides the channel for upgrading the basic sales plan to the standard sales plan, you can apply for the "standard sales plan" in my equity-package rights application (GMV2000 or above in the latest 30 days of the "basic sales plan" and the service level is not qualified (failing to pass + passing or above) in that month, and you can apply for the "standard sales plan", specifically the seller service agreement.       4. The annual fee reward for 2018 will continue from January 3, 2019.

      If your store meets the conditions for returning the annual fee, the reward refund amount will be returned to your international Alipay binding RMB withdrawals account within 15 working days.
